Vodafone - tele2.it - ADSL 7Mega

Since January I have made 2 online and 2 via an operator requests for
upgrade from 2 - 7 Mb. They have been advertising it for long enough!

Today I called again and was told 7 Mb is not yet available! While I
have been happy with tele2.it they appear to be selling something they
do not have. Is it true that no one yet has 7MB? If this is true it is
clearly a misuse of trust and I would like to know how a company can
be so dishonest and at the same time get away with it !!
